
Building Bridges Across Oceans: Reflections from the China Exchange Program on Port and Waterway Construction
A meaningful chapter of learning, collaboration, and global exchange comes to a close. Last month, I had the privilege of participating in the Technical Workshop for Developing Countries on Port and Waterway Construction under the China Exchange Program (CEP) for Young Internationals, organized by the Tianjin Research Institute for Water Transport Engineering (TIWTE) under the Ministry of Transport of the People's Republic of China.
As a Blue Economy researcher and Managing Consultant of BlueRoots Environmental Consulting, Inc., the two-week program was both professionally enriching and personally inspiring — an opportunity to sit at the intersection of engineering, policy, and sustainability with peers from across the developing world.

Through technical lectures, academic exchanges, and field visits to world-class facilities — including Tianjin Port, the Tianjin Maritime Safety Administration, the TIWTE Lingang Laboratory Base, and Tianjin Shipbuilding Co., Ltd. — I gained valuable insights into port and waterway engineering, maritime safety, intelligent port operations, and technological innovation.
Witnessing autonomous container trucks, advanced monitoring systems, and smart port technologies in live operation was a highlight of the experience. It reframed what a modern, low-emission, data-driven port can look like — and what is possible for Africa's coastal economies.

I return to Liberia with new perspectives on how these lessons can inform maritime safety, port operations, and sustainable water transport development within our growing Blue Economy. From smart port infrastructure to environmental safeguards along inland waterways, there is a clear opportunity to align technical modernization with community and ecosystem resilience.
Beyond the technical knowledge, the program fostered meaningful cultural exchange and lasting professional connections with participants from across the developing world. It reinforced the importance of learning from one another as we work toward shared development goals under frameworks like the Belt and Road Initiative and the African Union's Blue Economy Strategy.
My sincere appreciation goes to the Government of China, the Ministry of Transport, TIWTE, the dedicated lecturers, interpreters, organizers, and my fellow participants for making this an unforgettable experience. And a heartfelt thank-you to my family for their unwavering support throughout the journey.
